The panel discussed the contours of Section 15 of the Protocol of China’s Accession to WTO, various interpretations that flow from it and the distortionary practices taken up by China. The treatment of external benchmark in the light of WTO disputes, US approach and Indian approach in calculation of dumping margin was also discussed.
